Objective

Broad objective

The overall objective of the RECP is to Improve resource productivity and environmental performance of businesses and other organizations; thereby contributing to a sustainable industrial development and sustainable consumption and production for Rwanda’s transitional economy. This contributes to strategic goals and outcomes respectively defined as Green Industry for UNIDO and Green Economy for UNEP.

Specific objectives

Short term objectives (end 2010)

The short term objectives for 2010 will be:

  • 40 National experts trained in RECP assessment and expanding professional national network of RECP;
  • Three rounds of RECPP demonstrations completed; covering the three linked priority sectors:

-Resource efficiency;
-Cleaner production and,
-Waste management as resources;

  • Building standards established;
  • Integrated Waste management concept disseminated; emphasizing mainly on 3R approach;
  • Policy assessment carried out and RECPP Strategy developed as well as national stakeholders trained in RECPP policy concept and institutional framework for RECPP advocacy and promotion established;
  • Develop, trial and promote resources for strengthening capacity for the development, transfer and replication of ESTs;

Medium-term Objective(until 2013)

With mid-term objective, by the end of year 2013, the RRECPC will have:

  • Established, at local level, at least 20 active CP teams and more than 40 experienced national experts;
  • Operational Executive Board and Advisory Board for RRECPC established and;
  • Financial mechanism established for the sustainability of the centre.

Long term objectives

  • More than 50% of national companies will have to include RE and CP in their approach, which will result in pollution prevention measures ;
  • Integration of CP into environmental and quality management systems;
  • A substantial part of industries will have sustainable development, pollution prevention, corporate responsibility and economic development, integrated in their corporate policy and daily practice;
  • RRECPC will have developed a network of national and international institutions related to support and provide CP
  • Coordinate all relevant national activities in the field of CP (project planning, initiation, consultants)
  • Become involved in policy papers(CP strategy) and legislation (CP law)
  • Become a reference adviser for MEA(e.g. Kyoto Protocol, Stockholm Convention)
  • To become a center of excellence and merit for sustainable industrial development in Rwanda

Key to success

  • To have demonstration projects for case studies;
  • To have services well oriented in two sectors (industrial and environment);
  • To establish public and private partnership;
  • To create Executive and Advisory Board;
  • To be a member for ARSCP and develop international networking;
  • To charge for its services (CP services, EIA,…) and establish the strategies and methods for charging;
  • To establish ownership and stakeholder strategies.
